Carlos San Juan Mesonada received his PhD in Economics and Business in 1983 at Madrid’s Complutense University. His PostDoc in Time Series Analysis and Econometric Dynamic Models in the Banco de España (CFYP 1984 Central Bank of Spain), during 1999 was a Visiting Professor at the Department of Economics in Arizona State University (ASU) (Phoenix, USA). His current position is Jean Monnet Professor of Economics of European Integration (European Commission, 1999) at the Economics Department of the Carlos III University of Madrid (Spain) and has been Academic Exchange Dean at the School of Social Sciences and Law (2001-17). Was elected member of the Steering Committee of DesertNet International (DNI) and former Chair of European DesertNet (EDN, 2006-09) and former President of DesertNet International (2009-10).

Currently is teaching regular courses of Economics of European Integration and Regional and Urban Economics on the Economics degree at Carlos III University of Madrid. Also had taught a class on Doing Business in Spain for the State University of New York and EU Economics at Arizona State University.

He specialized in the evaluation of European public policies and productivity analysis. He is currently working on the projects "Technology Catch-up in agriculture between advanced economies" with Eldon Ball, Carlos Sunyer Manteiga and Yu Sheng. On the project "Structural Funds, quality of government and regional convergence in the EU" with Carlos Sunyer Manteiga and have published the article "Rural depopulation and income convergence" in Agricultural Economics and Natural Resources. Vol. 19.2 (2019). With Julia Armario Benítez develops the Photovoltaic Irrigation project. Has carried out for the Institute of Fiscal Studies the project Budgetary architecture in the EU and Cohesion: Fiscal consequences for Spain of the PAC changes and the European funds (2018-19) together with Carlos Sunyer Manteiga (Fellow). Their results have been presented at the 7th UECE Conference on economic and financial adjustments ISEG / UL - Faculty of Economics and Management. The University of Lisbon. Lisbon (2019) and soon to be published in EconPol.

He specializes in international comparisons of agricultural productivity, with particular attention to the firms’ specialization, efficiency, and environmental adaptation.

Currently working with Eldon Ball and Yu Seng (Pekin University, Beijing) in Relative Levels of Farm Sector Productivity in the OECD, and was leading the macroeconomic scenarios working package in the European research project: A Surveillance System for Assessing and Monitoring of Desertification (Desurvey) funded by the European Commission (2005/11, VI Framework Program R & D European Union Program) at the Integrated Project coordinated by the CSIC (Spanish High Council for Scientific Research).

He also researched member at the OECD project Economic Accounts of the Agriculture joint with Eldon Ball (Economic Research Service, USDA, Washington D.C.) and Jean-Pierre Butault (LEF INRA-ENGREF, Nancy-Paris) has also been a team working in international comparisons of total factor productivity and competitiveness in a research project funded first by DEFRA (the UK, 2004). The project elaborates a methodology and a database to quantify family labour and waged in the US and EU agricultural sector.

He was also a member of the Commissions concerted action “Panel for Accounting Innovation (Environment) in the European Farm Accounting Data FrameWork” from 1998-2004.

Other projects in collaboration with German institutions include Environmental frontier analysis in the livestock sector (2002-04) with Werner Kleinhanss (Federal Agricultural Research Centre, Braunschweig, Germany), Carmen Murillo (University of Santander) and Stefan Sperlich (Genève University). Besides, was the director of the research project Econometric Models for Assessing the Impact of CAP Reform funded by the Spanish Minister of Agriculture, Food and Fisheries (2004/08).

From 2007-09 was the elected Chair of the Steering Committee of the European Desertnet. European Scientists established this European scientific net to improve communication on combating and preventing desertification and poverty. DeserNet is based in Europe and closely cooperates with the Research Directorate of the European Community and the United Nations Convention to Combat Desertification (UNCCD). Since 2009-10 was also President of DesertNet International, a scientific association base in Strasbourg to develop projects to combat desertification in the affected countries.

Prof. San Juan is also a GENET member, the academic network for gender studies, currently working in “Gender egalitarian values: regional differences in the EU and the US” and was professor and module coordinator of the Master-PhD. Program “Gender Studies in Social Sciences, Humanities, and Law” (2008-10). Currently coordinating the courses of Markets and the Environment and Regional and Urban Economics on the Economics degree at Carlos III University of Madrid.
